De Mayréna sinh ra tại [[Toulon]], ông trốn khỏi [[Paris]] đến [[Java]] tháng 6 năm 1883, vì sợ bị khởi tố do biển thủ tiền bạc. Tới năm sau, ông bị trục xuất khỏi [[Indonesia|Đông Ấn thuộc Hà Lan]]. Ông trở lại Pháp và tổ chức một chuyến tàu chở vũ khí đến [[Aceh]]. Khi trở lại Đông Ấn, ông dừng chân tại Việt Nam và thành lập một đồn điền tại đây. Năm 1888, vua [[Xiêm]] tuyên bố chủ quyền tại các vùng đất phía tây lãnh thổ do Pháp kiểm soát tại Việt Nam. Lo ngại vì vấn đề này, [[Toàn quyền Đông Dương|Toàn quyền Pháp]] chấp thuận đề nghị của Mayréna tiến hành một cuộc viễn chinh vào sâu trong nội địa để đàm phán ký kết hiệp định với các bộ tộc địa phương.

He also sought to obtain official diplomatic recognition of his kingdom, and offered to cede his kingdom to France in exchange for monopoly rights, and hinted that the Prussians were interested if the French were not. When the French government became understandably chilly, Mayréna approached the English at Hong Kong in 1889. When he was rebuffed there, Mayréna went to Belgium. In 1889, a Belgian financier named Somsy offered arms and money to Mayréna in exchange for mineral rights. Unfortunately, the French Navy blockaded Vietnamese ports to prevent his return, and his arms were seized as contraband at Singapore.
