Paine bị bắt ở [[Paris]] và bị đưa vào tù từ tháng 12 năm 1793; ông được trả tự do từ năm 1794. Ông trở nên có tiếng với cuốn sách ''[[The Age of Reason]]'' (1793-94). Khi ở Pháp, ông cũng viết cuốn sách có tựa đề ''[[Agrarian Justice]]'' (1795), trong đó bàn luận về nguồn gốc của của cải và đưa ra một khái niệm tương tự như [[guaranteed minimum income]].
