Good afternoon, everyone, thanks for joining us. We are this afternoon presenting a seminar, Prisoners of Conscience and the Use of Torture in Vietnam. My name is Andrew Wilder. I'm executive director of Jubilee Campaign. We're an organization that networks collectively in various ways with boat people, S.O.S. We've known VPE, S.O.S for many years. We've done joint initiatives concerning Vietnam at the United Nations, at the United Nations Human Rights Council and various other mechanisms within the UN. We also work on refugees, particularly Vietnamese refugees that are in Thailand and elsewhere. So we we closely coordinate and we also over the years have collaborated on issues related to prisoners of conscience, which is today's topic. So I am pleased that we have with us today to Congressman and you'll be hearing from them shortly. We have Congressman Alan Lowenthal, who's from the Forty Seventh District in California. His district includes eastern Los Angeles and western Orange County, and it includes Westminster. His district includes the highest concentration of Vietnamese American residents of any city in the US. So we will be hearing from Congressman Lowenthal shortly. Our second speaker, Congressman Glenn Grothman, is from the 6th District of the state of Wisconsin, happens to be my home state. And Congressman Grothman has been in the House of Representatives since twenty fourteen. He is he serves on two committees, the House Education and Labor Committee and the Committee on Oversight Reform. And he serves as ranking member of the Subcommittee on National Security. So due to time considerations, we are first going to hear from Congressman Lowenthal. And I would like to give Congressman Lowenthal the opportunity to present to us. And then we'll also have a Q&A time after Congressman Grothman presents to us. So, Congressman Lowenthal, I give the floor to you.

You are on and I hear you clearly. Thank you, sir. Thank you. And I'm really pleased to be here thinking child Klebb.
 
And I want to welcome everyone, you know, and I hope everyone is safe during this coronavirus pandemic. Know, normally I like to have physical contact and be close to everyone. I've been through other Vietnam advocacy days where we've met together, but today we're doing it remotely. And I'm glad that we're all trying to be safe. And I hope that we are able to really continue to pull on that bond and close relationship with each other. Know, I'm proud to join everyone today. I'm the co-chair of the Congressional Caucus on Vietnam. I am the representative of one of the two representatives from Little Saigon, which, as you pointed out, has the largest concentration of Vietnamese American population in the United States. I'm focused on working with my colleagues in the Congress to champion the causes of the Vietnamese diaspora. You know, this has been a strange and 16th Congress that with the pandemic and but I believe we have done a lot still as we continue to champion these causes. I've led my colleagues in sending a congressional letter to the government of Vietnam, calling on the Vietnamese government to demonstrate its commitment to advancing US Vietnam bilateral relations by addressing the legacies of the war and demanding that the Vietnamese government uphold the rights and freedoms of its citizens, which is enshrined in Vietnam's constitution.
 
Our letter also recognized that twenty twenty is the forty fifth anniversary of the Vietnam War, the ending of the Vietnam War and the twenty fifth anniversary of the US Vietnam.
 
Normalization can also sent a letter this year as the chair or co-chair of the caucus of the Vietnam Congressional Caucus on Vietnam to the prime minister of Vietnam expressing the concern over increasing government crackdowns and harsh imprisonment of peaceful human rights activists. The letter requested that the Vietnamese government improve its human rights record by immediately and unconditionally releasing all prisoners of conscience. The letter included a list of British prisoners of conscience, including the Americans and the residents of Orange County, who I believe under in Representative Porter's district but who have worked very hard with Representative Porter to get released. And that's my goal in the way. And we urge for the release of all prisoners of conscience. Let's talk more about the prisoners of conscience. I am a member of the Tom Lantos Human Rights Commission and actually a member of the executive committee of the Human Rights Commission. I have advocated on behalf of prisoners of conscience, which, as you know, it's really the Tom Lantos Human Rights and Human Rights Commission that that nominates an appointee, asks members to accept prisoners of conscience in Vietnam. And they are usually well, not usually.
 
They are always specified that we're going to nominate people who have been persecuted because of their political or religious beliefs since coming to Congress. And two thousand and twelve, I have been successful in advocating for the release and adopting three prisoners of conscience past the Wencong Chinhoyi. I'm very pleased to have spent much time with since his release activist Nguyen Tien Trung and human rights attorney and Wen Vandi. You know, I've also spent a great deal of time over the last eight years calling for the release of the most venerable taekwando who is the Supreme or was the supreme patriarch of the unified Buddhist Church of Vietnam. And he has been under house arrest. And I had the good fortune when I was a member of the Foreign Affairs Committee to visit him when he was under house arrest. I have been very sad when he passed away earlier this year without having his freedom. A very, very sad time. You know, Vietnam continues to detain over two hundred political and religious prisoners of conscience, and the government's increasing crackdown on political dissent is quite alarming. I am now currently working on adopting another prisoner of conscience that Nguyen Van, while well, he is a young Catholic blogger who assisted the fishermen's families in demanding compensation and justice for the foremost environmental disaster of industrial waste that was dumped into the sea.
 
As we all know, it was a catastrophe for the fishermen. They were promised money from the Vietnamese government and received very little of this money. And Nguyen Van Hollen stood up and championed their cause. Unfortunately, he was arrested because of standing up and fighting for the residents of Vietnam. He is now serving a seven year sentence handed down in a one day trial in November of two thousand and seventeen on charges under Article eighty eight of the penal code, which is the charge that says it's an anti state provision, carries a maximum 20 year prison term for, quote, propagandizing against the state when in actuality he was not propagandizing against the state, but fighting for the people of Vietnam. Through my work with the Tom Lantos commission, we've scheduled a human rights congressional hearing on human rights in Vietnam, focusing on political and religious rights violations. This hearing, which I worked on, was supposed to happen this past April, but because of the coronavirus was unfortunately delayed. I'm now working with the commission to reschedule this hearing so that Congress can hear testimony from activists on what is now taking place in Vietnam and how the commission and the Congress can take a more active stance. I also. Want to cut?
 
Talk about the importance of voting, you know, advocacy for these issues is most effective when we have leaders in Congress that are willing to listen in.
 
Twenty eighteen, the Vietnamese Americans in Little Saigon, in Orange County, California, elected my colleague, Representative Charlie Rouda. And he's been a great fighter for the for these issues, for the diaspora in November. It's important that we vote to elect leaders for both Congress and the executive branch who will instill human rights focused policies and diplomacy. I really strongly believe that the State Department is our lifeline to Vietnam. They have been cut back tremendously under this administration and it is critically important that we increase the role of diplomacy. I want to give in that same vein, I want to give my thanks to Ambassador Dan Kryten, brain of the State Department and the staff of the US embassy in Vietnam, not only in the hope it had maintained open communication with us and all the members of Congress who wish both Republicans and Democrats. We have worked well on a number of cases, for example, with trying to release one of the prisoners of conscience of our despot's.

This has been a bit of a strange hundred and sixteenth Congress that with the pandemic. And but I we have done a lot still as we continue to champion these causes. I've led my colleagues in sending a congressional letter to the government of Vietnam, calling on the Vietnamese government to demonstrate its commitment to advancing US Vietnam bilateral relations by addressing the legacies of the war and demanding that the Vietnamese government uphold the rights and freedoms of its citizens, which is enshrined in Vietnam's constitution. Our letter also recognized that two thousand and twenty is the forty fifth anniversary of the Vietnam War, the ending of the Vietnam War and the twenty fifth anniversary of the US Vietnam normalized. Let's talk more about the prisoners of conscience.
 
I am a member of the Tom Lantos Human Rights Commission and actually a member of the executive committee of the Human Rights Commission. I I've advocated on behalf of prisoners of conscience. And every week before his trial, almost well, every other week, really, the ambassador called the members talked about how they were visiting Michael and fighting for Michael's release.
 
I think we need to really continue to do things like that. So in conclusion and ending, Vietnam wants expanded access to both American markets and to America and especially American products. While while I believe in growing our trade relationship around the world, we must not we must remember not to reward bad behavior for its abuse of religious freedom.
 
I believe that Vietnam, along with my other co-chair of the Vietnam caucus, Chris Smith, that Vietnam should be put back on the list of countries of particular concern. Additionally, Vietnam has shown that it has become worse, not better, at political tolerance. Trade and economic growth should not come at the price of democracy and freedom. So I'm going to continue my work and work, and especially with through the Tom Lantos Human Rights Commission and also as co-chair of the caucus to make our voices clear to the Vietnamese government that we're not going to tolerate their ongoing human rights abuses. I'd like to thank all of you for your continued work in fighting for human rights in Vietnam. And I want to thank all of you.

Good afternoon. I would like to thank both people, S.O.S, for inviting me to speak today in this webinar on prisoners of conscience and torture in Vietnam. I'm glad I'm on the panel with my colleague, Congressman Lowenthal and the US Commission on International Religious and the US Commission on International Religious Freedom Commissioner. Dr. Carr, I'd like to thank and for moderating the panel. It's great to see you again today. I wouldn't be talking about these important issues if you hadn't walked into my office nine months ago to discuss the situation.
 
And finally, I think everybody else for 20 up on this program every year, you guys travel to Washington and meet with your members of Congress to advocate for human rights in Vietnam as part of your annual Vietnam advocacy day or the Cronos pandemic kind of forces into this situation. I'm grateful that you're watching this webinar. As many of you are aware, human rights conditions for ethnic and religious minorities in Vietnam are abysmal. Of course, Vietnam's a communist state. I don't think anywhere near enough Americans know about communism, know the problems in China. And but given that it's a communist state, it should come as no surprise. Of course, America gave fifty thousand lives trying to prevent all of Vietnam from becoming a communist state. And I still think to this day, maybe the most embarrassing thing that happened in my life, the most embarrassing thing Congress did is when they cut off funding to South Vietnam in 1975, which some people feel led to the all of it becoming communist. And I guess I apologize. And so far as the US Congress did, that 75 or Vietnam's constitution states that all individuals have the right to freedom of belief like everything else in a communist country, that maybe some of it's written on a piece of paper, but it's not something that's followed as practice. The government is well known for restricting religious practices and repressing individuals and groups that advocate for religious freedom, including using torture and imprisonment. These issues are quite prominent. Vietnam's persecution of religious and ethnic minorities in the mountain areas of the central.
 
Ok, now you can hear the.
 
I should point out that in my district I don't have a huge Vietnamese population, I have a very large Hmong population, and of course I spend time meeting with them and hearing about the horrible things that the communists did and are still doing in loss to that part of the Southeast Asian population. It's estimated that nearly 10000 a month ago, Christians live in the Central Highlands and are effectively stateless due to local authorities refusing to show them ID cards simply because they choose to practice their faith. Local authorities in the Central Highlands regularly raid and shut down churches. USC lowered its most recent report October of twenty nineteen. The Vietnamese authorities began limiting the length of the scale of traditional funerals, which is tradition, which is essentially shutting down funeral practices, persecution against ethnic and religious minorities, etc.. Island is so bad that many are fleeing to neighboring countries. The State Department estimates between 200 and 300 individuals have sought asylum in either Cambodia or Thailand since twenty seventeen Vietnamese persecution of religious and ethnic minorities. And with respect, in local communities, the government is well known for arresting and imprisoning individuals who practice their faith and stand up for their religious freedom rights, wrongfully treating these individuals as criminals. Although, again, this is what we get in communist countries. The same thing is going on in China with regard to religious minorities. There something else that we're trying to publicize a little bit more in Congress so the public understands what's going on.
 
Prison conditioner's prison conditions for people living among Montana Kamia Crome are undoubtedly inhumane. It's no surprise that these prisons failed to provide Bibles and other religious texts to prisoners of conscience. I'll give you example. I recently adopted a ago prisoner of conscience, used to read a lot about all they did during the Vietnam War when I read about that. But Pastor, down to the Tom Lantos Human Rights Commission for for defending the Freedom Project. So when I adopted it, glad to do that. Pastor Dow is a Protestant pastor of the modern guard Evangelical Church of Christ who's been advocating for religious freedom in Vietnam, Central Highlands and elsewhere. Pastor Dayal traveled to Vietnam to attend the Conference on Freedom of Religion in Southeast Asia and as a civil society conference to speak about the plight of his fellow Christians and ask the international community for help. Pastor Dow was arrested soon after his trip and sentenced to five years in prison for helping individuals escape illegally. And I guess this is the type of thing as a communist country, when his wife came to visit him in prison at twenty eighteen, she saw his face. Covered with bruises and traces of blood related prison guards abusing other inmates to beat him up. It's also been reported he was tortured again last year as a result, Pastor, eight thousand health has deteriorated. Meanwhile, with him away, his family has suffered without his able to provide a livelihood.
 
His wife had to sell their land and move in with relatives. Pastor Dollar is expected to release just over a year from the day in August of twenty twenty one. Universal Declaration of Human Rights affirms that every human being has the right to life, liberty and security of person as a global leader in human rights. The US kids today, Levi, we have to step up to the plate here and make it clear that particularly as economic activity between the United States and Vietnam increases, we don't have a repeat of what happened with China, where we have an increasing economic dependence, a massive increase in the standard of living in China, but has to have an effect on human rights that the United States has to speak up in that regard.
 
Last year, during the second ministerial, President Trump met with two victims of Vietnam's religious persecution campaign regarding the angelical minister and on Songun, a Kalabi practitioner, when the United States highlighted these victims. They know the United States government business. Earlier this summer, President Trump released his executive order on advancing international religious freedom to ensure that our foreign policy for prioritizes religious freedom. I believe in the near future we're going to be having a hearing on the Government Oversight Committee dealing with the treatment of the Muslims in western China and something I look forward to and publicizing what communism has done to these folks under the executive order that US ambassadors and Ford service officers are directed to promote, defend and support international freedom and their duties. Religious freedom will be the cornerstone of our foreign aid programs, and we use economic tools to advance international religious goals. Most relevant today is most relevant to today's discussion, to their specific line item, an executive order that directs our diplomats diplomats to raise concerns about international religious freedom and cases that involve individuals imprisoned because of their religion when meeting with their counterparts in foreign governments. The US has established relationships with the government of Vietnam and meets regularly with regard to its counterparts. We've seen this happen before. The executive order was released in previous US Vietnam Human Rights Dialogues. The US diplomats have raised concerns with regard to religious freedom and the country that highlight prisoners of conscience. Again, this is something we should continue to do. I'm glad to see President Trump has prioritized this tool as executive order.
 
Vietnam was as decimated as a country of particular concern from 2004 to 2006 for its egregious violations of freedom of religion. Progress was made in Vietnam when it was under the CPC designation last time. And but since two thousand six Vietnamese continue to persecute religious and ethnic minorities in egregious ways, the concepts of redesignate China as a country of concern warrants a closed review by the State Department. I courage to do it as members of Congress. There's also much we can do to push Vietnam and its persecution of religious and ethnic minorities. Congress should pass the Vietnam Human Rights Act, which will ensure Vietnam does not get a free pass to continue to violate basic human rights. Members of Congress should use their voice and unique access to media exposure. We should be highlighting these cases through for speeches, briefings and congressional hearings for members of Congress to adopt a prisoner of conscience from the Defending Freedom Freedom Project.
 
As I mentioned earlier in the statement, I'm new to this project with my adoption of Bastardo in many years in the future.

People as well, I will point out that I think one thing we have to do here is educate Americans what Marxism means and what communism means. I mean, for all the Americans who died trying to prevent or first of all, allowing South Korea to not be communist for all Americans who died trying to prevent Vietnam from being communist, I still think a lot of Americans don't know the history of communism. And I think if they learn the Christian or the history of communism, they would be a little bit more alarmed by the degree to which the United States, a big multinational corporations, dive into China and dive into Vietnam and to a degree there for further this abuse of human rights. I think a key is overall throughout the entire Western world, but particularly the United States, the average person should know what kind of decisions about the history of communism when you talk about the Ukraine or Soviet Russia or China or whatever, because the kids just are learning that insofar as we have a lack of resolve, I think they come from a certain ignorance.

Thank you. Congressman Grothman. Thank you very much. Especially in your remarks highlighting the fact that the stateless marching yards and Hmong's have suffered so much. And, of course, they were allies of the United States in the past and they've suffered so much.
 
So I appreciate that.
 
It's my understanding that there are currently 70 Montenegrin prisoners of conscience. Now, by taking one at a time, we're able to hopefully highlight the issue generally for the mounting yard and individuals and their people groups and what their challenges are and the ones that are also refugees. So, again, definitely appreciate the fact that you're raising Pastor Dai and thank you for joining the project. For those who may have joined our seminar late, we are focused on prisoners of conscience and torture, victims of torture in Vietnam. And for those who may not be aware, prisoners of conscience is a topic that the US Congress has taken seriously, that the US Commission on International Religious Freedom has taken seriously. And it's a topic where individuals are being adopted who are suffering imprisonment because of conscience and for those who are nonviolent in their expression of their conscience. And so this is a very important topic that we're handling today. We are going to hear from one of the commissioners, Dr. Carr of the US Commission on International Religious Freedom. However, before we hear from him, we want to be attentive to the time of both of the congressmen. So we will first do questions and answers. We will have some audience participation with the Q&A. And I would like to lead off by asking both congressmen, either one of you can jump in. You've both selected and worked with specific prisoners of conscience. Is this is this or how do you think you can you can best engage with the Vietnamese government in trying to bring about the release of the individuals that you have adopted.
 
Well, I think I should perhaps try to meet with the Vietnamese government, and I do, I'm sure just by adopting someone, they notice that a member of Congress has adopted one of their prisoners.
 
And I think that that shows a degree of concern by itself. I think reach out and meet with a representative of the Vietnamese government. I think in a country like Vietnam or Regina, for that matter, perhaps without the tradition of a republic like the United States, they don't realize the importance of religious freedom. And insofar as their future and I think to a certain extent, the future of Vietnam is intertwined with the United States.
 
I think they have to understand how the United States, not just the government, but the American population as a whole, fused it. It's the degree to which they respect our Bill of Rights. And a country that doesn't follow our Bill of Rights is going to be a little bit more suspiciously than one that does. And so I guess I would like to eventually meet with the representative of the Vietnamese government myself, but.
 
Thanks for that. That's a great answer, Congressman Lowenthal, you've had three individuals that you sponsored, previously released. Can you tell us what led to that?
 
What led to their release? Yes. Yes. Well, I think that I constantly want to thank Representative Rusman for his comprehensive and looking at some of the real issues that around communism and the impacts upon the governments, especially many of the governments in Spain.

I am a commuter now, we've got you. Thank you very much. I think one of the things that led to it is the Vietnamese government is trying to become a world leader. It's trying to become increase its trade, its presence in the world. And I think in part, that is to a much part that they use this as a way of disguising or not dealing with the fact or distracting the world's attention from its horrific view on religious freedom, press freedom and so forth. You know, when I was a member of the Foreign Affairs Committee, which unfortunately, because I joined other committees, I was not able to keep I visited Vietnam in a bipartisan committee in 2000, and I believe it was 15.
 
And at that time, Vietnam wanted to join the Trans-Pacific Partnership and was reaching out to the United States to do that. And I went following up on Representative Grafton's, talking about wanting to speak to the Vietnamese government. I'm glad to be able to speak to the government and say to say, if you want my support, if you want the support of the United States Congress, too.
 
I spoke to the head of the Communist Party, the secretariat, the vice chair, the vice prime minister of Vietnam. And we said, if you want our support, you've got to change your policies. You've got and I visited at that time, although the Vietnamese government was very upset, I visited both the venerable Taekwando and I also visited one of the prisoners of conscience that I had.
 
And I said to them, you've got to change your human rights issues. At that time, they began to loosen up a little bit because they really wanted to join with the United States. And so they began to release some and they released over those few years three prisoners of conscience that I had adopted. Subsequent to that, when the TPP no longer was a trade agreement that the United States was wanted to support any longer president, I think both the Congress and President Trump decided that that was not the agreement that we wanted. The Vietnamese government began to reimpose very harsh treatment towards religious dissidents, towards religious freedom, towards the freedom of the press. And so I strongly believe that we have to push back now in terms of trade, in terms and really respond, because that's the only thing that government responds to at this moment. And so we saw a brief opening. And I think that's really what, you know, and I push real hard. And the government not because of me, I think necessarily because they wanted to close the relationship, but that began to move.
 
I think we should still use our strong economic power to push the Vietnamese government to follow its own constitution about human rights. And I think that's what they respond to. Excellent, great points. Both of you are pointing out clearly that we need the CPC, the country of particular concern, leverage, and part of that includes a menu of sanctions. And so I think all of us would be in agreement that we need to continue to push our State Department and encourage the Department of State to not only designate Vietnam as the CPC, but also consider certain types of sanctions. Perhaps you could get into the sanctions issue. But before we do that, we do have a question from the audience. I would like Jack from the audience. Yeah. Thank you. Congressman Glenn Grothman raised the issues that Monteil really fighting right now. I understand that the Department of State is authorized to use sanctions against those who violate human rights, including religious freedom is a strong example of serious persecution. Do you think the Congress may be able to raise this possibility with Secretary Pumphouse, not just for the persecution, of course, but for many instances? Of persecution over the past year. Until now, about a letter signed by several members of Congress helped to make the Department of State pay more attention to the possibility of sentencing the perpetrators.
 
I think it would obviously we talk with Syria over many issues, and I wish I could see a more personal use. You I see him personally at some sort of forum dealing with a specific problem. But I think a little like that would unquestionably be a good thing because the State Department people to look up a little bit more and pay more attention. And I think Secretary Powell was kind of an aggressive advocate for human rights and it a very religious person in his own right. And I was sort of will still be the secretary months from now, but I think he would be predisposed to be involved in this sort of thing. And I think a little bit would be helpful.
 
I like to kind of jump in also and respond to that. I agree with everything that I represent and has talked about. I would also like to add, as I said before, I think the State Department has been in Vietnam and the embassy has been champions of in terms of standing up against human rights violations. Every time we have an American that's arrested there, they are there week after week after week in prison fighting for their release. And so I, I have to give them some credit. And I also think that what the what the Congress can do is what my colleague, who is the also the co-chair of the Congressional Caucus on Vietnam, Congressman Chris Smith from New Jersey, has the Human Rights Act, which imposes the sanctions that we're talking about. It imposes the Magnitsky Act, which which puts direct sanctions on Vietnamese officials, which can go all the way to freezing their assets in the United States.
 
And so I think it's critically important and I'm a co-sponsor and I think what Congressman Grothman has said before, we've got to educate the rest of the Congress. This is a bipartisan bill. I'm a Democrat, Representative Smith, as a Republican, I am proud to be a co-sponsor of the of the bill under his leadership. We've got to get that bill passed. And we've got because that really puts the pressure on and also includes putting Vietnam back as a CPC nation. That's all included in the Vietnam Human Rights Act under the leadership of Representative Smith. I think that those are critical steps that we need to do right now. Thank you very much for highlighting the Vietnam Human Rights Act. That is an act that we all should get behind and ask our congressmen to pass that. Plus, I himself had to flee to Thailand to avoid arrest and then pass that we him and now he's in prison. And GAO also recognizes and would like to appreciate the adoption by the USA as well, not the car commission of CA history classes that Vietnam should be placed back on the CPC list. And also he would like to know what Congress can do to encourage the Secretary of state that the imposed sanctions targeted sanctions against the perpetrators, both under the Bill Magnitsky and of the National Religious Freedom Act. Yes, and the question is for both of you, what can Congress do to encourage the State Department to place to impose the sanctions against individuals, officials responsible for the acts of persecution?
 
I guess, like you said, we have to contact Secretary Pompeo and express concern and Congress will make a good case to be made there.
 
And I think even contacting them will heighten the possibility of that happening. But there's no possibility, maybe a little, to a degree, change the behavior of the album anyway.
 
Yeah, I Glenn, I agree with the congressman about contacting me. And we have written before, I think the Congressional Caucus, which is a bipartisan caucus on Vietnam, can begin to do that process also by adopting a letter. And I think that would be one thing. The other thing is, I'd mentioned this before. I think it's critically important that Congressman Smith's the Vietnam Human Rights Act is passed by Congress. I mean, we really talk about, I think, two things that the Congress really must advocate for. One is the Magnitsky Act, which places direct sanctions, and the other one is put in Vietnam, as Congressman Goss had indicated before, had before between I think two thousand I think with 24 to 26 was a country of particular concern before it had begun to demonstrate some changes in its human rights activity. It got taken off. I think putting Congress, putting Vietnam back on the CPC will we've seen how taking it off to take it off. Vietnam began to change its human rights actions. As soon as it was taken off, it began to violate those actions. What's more, I think that needs to be done also, and I think not just contacting the secretary, I think we have to advocate for those two things, the imposition of the Magnitsky Act and also putting Vietnam back as a CPC, a country of particular concern that will have a direct impact on the government of Vietnam. And I think that will be what what needs to be done.
 
So I agree with your statements, especially the individual sanctions that the Magnitsky Act.
 
It's also actually under the fact individual sanctions, those have been having a major impact on a number of countries where there's human rights violations taking place and where specifically people suffer from imprisonment or torture. We know that the Secretary Pompilio, along with the Treasury Secretary Manoogian, do designate individuals as well. And so as a person working with a non-governmental organization and NGO, I know that it's really helpful. And I kind of put this out to the audience. It would be really helpful if the audience could help identify who precisely is responsible. So I would encourage all the viewers. You've got people inside the country and you know who's actually behind it. You know who the prison guards are? Who are the officials that are doing the the jailing, the sentencing, the even the torture? Who's behind that need? We need to know the names are US government and our State Department and our Treasury Department need to know those names. So I would encourage viewers out there, you should provide any information provided to your congressman or to BP, S.O.S, and I'm sure TONC and his team would be delighted to take the information forward.

Thank you. Thank you. To Congressman, I have a question specifically, as you repeatedly mentioned, about the Vietnam Human Rights Act. Up to this point, we have got 50 co-sponsors. But given we only have a few months left for the remaining of the year, what do you think? Is there a real chance that we can have it passed? And is there anything, you know, both Congressman could help us do to push us forward? Thank you.
 
Well, I'll respond to that. I'm not really super optimistic to be really clear eyed that we're going to pass that in this Congress.
 
The reason is we can even now, yet we're now trying to negotiate a package for the coronavirus and that is really dominating the the the attention of the leadership of both parties and the presidency. And so that's going to dominate everything. We're off the ice, as you pointed out. We're really off after we do that most of all. So we're talking about only the month of September. And if it's going to pass, it's going to have to pass out of the House of Representatives first, then go to the Senate and then go to the president. So I think that we should continue to push for it. I think there is some chance that it would because this is a bipartisan effort. But I'm not super optimistic. We have been trying to do things like this and since and I think it gets back to what Representative Grothman was talking about. There is not a total awareness on the American public, on the evils of what is taking place in these communist nations and the importance of the United States of standing up and championing human rights and freedom. At this moment, that has not become the central issue of our foreign policy for a number of years.
 
And I think in part, we were elected officials.
 
We are responsive to our communities and our communities have to begin to hear that this is such a critical issue that they have to begin to put pressure on us to do that. That's what moves legislation. And I think we have a lot of education that has to be done. I think it's possible for Congress to pass this. We have, as you pointed out, about 50 co-sponsors. We need two hundred and fifty co-sponsors really to move this piece of legislation now. And and I think in part because people say, yes, it's important, but they don't appreciate how critically important this is and it never reaches the top of the level of importance that lots of other things begin to dominate. So my feeling is, unless there's a groundswell of community demands, not just from the Vietnamese American community, but from all communities that really understand the need to promote democracy throughout the world and to fight those regimes that repress people like the Vietnamese community, Vietnamese government does.
 
We're not going to get that bill passed.

Yeah, I think I can try to help Loewenthal along that line. As I mentioned, I have a very sizable Hmong community in my my district and in Wisconsin, the third in the country as far as number of mom and I can point it out to them and see if they can persuade congressmen in their and their purview to get on board. And I'll I'll make a point if you want to get back in Congress, we're off now for maybe a month, maybe try to win with Wisconsin congressman. And see if I can get people who are on that to get at it, so.
 
And if we don't get it done this year, at least we've we've got to come from 50 congressmen once you're on one year, so usually you get you on the next year. So hopefully we don't wrap it up by December. We're going to hit the ground running in January.

Good morning, everyone. My name is John Karr and I'm a commissioner on the US Commission on International Religious Freedom, or as we call it, you serve. I'm delighted to be recording this video for all of those participating in boat people. So an advocacy day. I was honored to meet you, Dr. Tom, a week or so ago on another call. And I was so impressed with him.
 
I called him when the meeting was over, had a great visit with him, and after a couple hours, I received a picture from him, a beautiful picture, look like a picture, maybe several gifts. And I thought this must be a special Vietnamese greeting.
 
Well, another hour passed and I get a letter of email from him apologizing for apologizing for the email he sent, his young daughter had got hold of his phone and sent me a picture of all the gifts she wanted. And I wasn't sure it was your Christmas. So Doctor told, I do. I will accept your apology. But in exchange for that, I want you to give her everything she wants. OK, but those of you unfamiliar with this are we are an independent, bipartisan US government body that monitors religious freedom worldwide using international standards and makes recommendations for US policy. You serve as commissioners appointed by the president and both sections of the House of Representatives, the Senate and the House. And both political parties were a nonpartisan and we have a professional staff of around 20 outstanding professionals. You serve as separate from the State Department, but works closely with the Office of International Religious Freedom in the State Department. We come from different political parties, different faiths and professional backgrounds and even different parts of the. But we all agree on certain things, these include the importance of religious freedom or belief for everyone everywhere and a need to shine a light on the severe abuses.
 
So many individuals of all faiths and of none suffered from religious freedom. Here to you, sir, we have two initiatives that shine a light on religious and prisoners of conscience and others targeted to their families, the religious prisoners of conscience or as we call it, RBOC and the freedom of religion or belief victims list. We've been told by victims that one of the hardest things about their imprisonment. It's the feeling that they have been forgotten here. You, sir? We're committed to sharing their stories and continuing to fight on their behalf. First, the RBOC project highlights individuals and a range of countries and from a range of things that have been imprisoned for exercising their religious freedom. Commissioners adopt specific measures and advocate for their release user. Afar's our policies as individuals who are imprisoned, detained under house arrest or disappeared for their religious beliefs or nonbelief. Or because they have advocated for freedom of religion or beliefs or similar related rights, and we had to make sure they have not used any violence in this advocation.
 
Commissioners and publicly raised the cases of individuals that they have adopted, often on social media and in interviews with news outlets when testified before Congress and in other public remarks. Some advocacy remains private, however, often due to the sensitive nature of a certain case.
 
Private forms of advocacy conducted by commissioners include letters and meetings with the US government and foreign governments.
 
Three, you usurps religion and prisoners of conscience project commissioners have adopted two imprisoned individuals from Vietnam. My colleague Vijay Iyer, honorary member government has adopted. When Bob Tran, a Woo how voters lawyer has worked to assist prisoners of conscience and religious minority groups, Vietnamese authorities detained him in two thousand seventeen and on April 12 18.
 
Imprison him and sentenced him to 11 years in prison.
 
On charges of carrying out activities aimed at overthrowing the people's administration are another OPEC is now. A Protestant pastor of the Munjal Evangelical Church of Christ, Pastor Eido, was vocal advocating on behalf of religious prisoners for his fellow church members in the Central Highlands in 2016. And he attended a Southeast Asia Freedom of Religion conference in East Timor shortly after his return. Regretfully, Vietnamese authorities detained him on April twenty two thousand seventeen. He was sentenced to five years in prison. He is expected to be released in August of twenty twenty one. I feel as though I was polite and had decided to adopt him and advocate on his behalf. I'm hopeful that through our advocacy commissioner Bhargav and I can raise awareness. Of the ongoing religious violations in Vietnam and highlight the cases of religious prisoners of conscience who are unjustly languishing in prison, you serve a second project. Is the freedom of religion or belief in this or as we call it, LRB victims list. The Framework for International Religious Freedom Act, which amended the original International Freedom Act in 2016, mandated that you serve made publicly available to the extent practicable, a list of persons who have been imprisoned a it disappeared under house arrest or renounced or tortured by certain governments or non-state actors. Victims included in this list may have been targeted due to their faith activity or advocacy, or by laws that conflicted with religious freedom, such as blasphemy or apostasy laws. The list is meant to identify victims that represent a diverse group of countries and religious beliefs you serve. Watch this list publicly in October two thousand nineteen individual profiles and information on the prisoners, including their current status, the most recent type of abuse and extra biographical information. This is not a comprehensive list of all victims and should not be seen as such. We invite all of you to explore the victims list to learn about the list of people who are targeted because of their religious beliefs.

At this time, the list includes five hundred and fifty victims from 12 countries, including twenty eight victims from Vietnam, U.S. is working with boat people so as to add to this database in the coming weeks. So we just heard from Dr. Carr and we definitely appreciate the fact that the U.S. is taking prisoners of conscience as seriously as as they are. I know that Congressman Lowenthal had to leave our program today, but I see Congressman Grothman is still with us. Thank you for that. There was one more question which I'll just summarize. And it does ask if the panelists, since you're still here with us, Congressman Rothman, that would be you. If the panelists believe that it was the Vietnamese communist authority who are behind the deaths of Montane Yade Central Highland religious prisoners after their releases for having served their sentences apparently in the questionnaire. It's a very detailed question referencing certain prisoners who've been paralyzed, basically victimized with torture because of their imprisonment. And these would be Montagnard highland religious prisoners. So the questioner named Francis would like to know if you think that's the Vietnamese communist authorities and what could be done to try to bring justice to the situation.
 
I really don't know. I wish I did and my family over the situation. It's something I can bring up with the State Department to see if they have a strong idea. I think the goal should be in the future. When people are released, we should make clear the United States is watching. And just because their release doesn't mean that we aren't paying attention. What becomes of them? And if by coincidence, miraculously, people are disappearing or dying, we will know it. But I wish to know more about the topic. I look forward to knowing more about learning more about the topic in the future.
