::: I can't read it but I would say that the text is too simple to be copyrightable. The watermark can't be read anyway. So the only problem is the big red symbol. But since [[:File:Emblem of Vietnam.svg]] is believed to be PD I would say this document is okay too. Perhaps the document have some sort of legal status so [[:c:Template:PD-VietnamGov]] apply? Perhaps you could add a short text saying what the document says.
