We must expect that everyone that uses it understand Vietnamese. If anything a simple "(OTRS recieved)" should be enough for non-Vietnamese users to understand. But a file should not be moved to Commons or copied anywhere else untill the Permission is accepted and license is changed to [[Bản mẫu:OTRS chứng]].
