Phản thông tin

Phản thông tin (tiếng Anh: disinformation) là một tập hợp con của tuyên truyền và được định nghĩa là thông tin sai sự thật được lan truyền có chủ ý nhằm đánh lừa người khác.[1][2][3] Nó đôi khi bị nhầm lẫn với thông tin sai lệch, nhưng điểm khác biệt là thông tin sai lệch không phải do cố ý.[4]

Từ disinformation trong tiếng Anh có nguồn gốc từ việc áp dụng tiền tố Latinh dis- cho information (thông tin), mang ý nghĩa "đảo ngược hoặc loại bỏ thông tin". Từ này hiếm khi được sử dụng nhưng đã xuất hiện với nghĩa này trên báo in ít nhất là từ năm 1887.[5][6][7][8] Một số người coi đây là bản dịch của từ mượn dezinformatsiya của Nga,[9][10][11] bắt nguồn từ tên của một bộ với nhiệm vụ tuyên truyền đen của KGB.[12] Người đào thoát Ion Mihai Pacepa cho rằng Joseph Stalin đã sáng tác ra thuật ngữ này, đặt cho nó một cái tên nghe giống tiếng Pháp để tuyên bố nó có nguồn gốc từ phương Tây.[9] Tiếng Nga sử dụng thuật ngữ này bắt đầu với một "văn phòng phản thông tin đặc biệt" vào năm 1923.[13] Phản thông tin được định nghĩa trong Đại bách khoa toàn thư Xô Viết (1952) là "thông tin sai lệch với ý định đánh lừa dư luận".[9][10][14] Chiến dịch INFEKTION đã từng là một chiến dịch phản thông tin của Liên Xô nhằm gây ảnh hưởng đến dư luận rằng Hoa Kỳ đã tạo ra bệnh AIDS.[9][14][15] Mỹ đã không tích cực chống lại phản thông tin cho đến năm 1980, khi một tài liệu giả mạo báo cáo rằng Mỹ ủng hộ chế độ apartheid.[16]

Từ disinformation không xuất hiện trong các từ điển tiếng Anh cho đến năm 1939.[17][18][19] Việc sử dụng từ này trong tiếng Anh tăng lên vào năm 1986, sau khi có thông tin tiết lộ rằng Chính quyền Reagan đã tham gia vào phản thông tin chống lại nhà lãnh đạo Libya Muammar Gaddafi.[20] Đến năm 1990, nó đã trở thành sâu rộng trong chính trị Hoa Kỳ;[21] và đến năm 2001 nó nói chung mang nghĩa là nói dối và tuyên truyền.[22][23]
